OptiLan allows users generally from Troian, Svishtov and Pleven to share pieces of information, which they are interested in, and discuss freely any topics. There are strong rules, which do not permit inviting others into channels, spamming with URLs and of course spreading mIRC viruses. Anyone who violates the rules gets banned.
