There is probably a good chance that you are trying to download something illigal. SearchIRC does not support you with downloading files.

with the given info (and JohnB's comment) - I can't say for your client
you haven't told us what client, and what you are downloading. DCC on its own however is not illegal....so heres my advice
Chances are your client has a help function, or at least a website with a FAQ type page. you need to read that, and if necessary search, otherwise try google |
