No, your box is blocking me from connecting. Not just me, since I have another box in the same ISP and it can't connect.

I can't even traceroute to your ip 208.53.155.22, but I can trace perfectly fine to 208.53.155.21 and 208.53.155.23

at any rate, the network submission page actually uses the robot code. So if the submit page rejects you with an error, the same error would take place when the robot tries to index you.

In this case, we cannot reach the IRC server and the connection times out.

still can't connect to your new host:

[jason@dionysus ~]$ telnet irc.matrix.tl 6667
Trying 72.20.18.141...
^V

It works to Undernet, and thousands of other IRC networks though..

[jason@dionysus ~]$ telnet irc.undernet.org 6667
Trying 72.51.18.254...
Connected to irc.undernet.org (72.51.18.254).
Escape character is '^]'.

while i may be wrong, it appears you are trying to connect via telnet. If this is the case, the connection time out would be that you're not replying to PING challenges from the IRCd with the PONG response
