Yes you need a main theme for your network.
Users are really important to and maybe you should design a website that can attract users before you set up the network so that there is some thing for the users before you spend the cash on an ircd account.
Also you need to have the time to administrate that network and keep the software and links up to date. So make sure you have a plan and a reason for starting the network before doing. It makes it alot easier talking from experience to have all the ground work such as rules and site done before u start people chatting.

Well to get my post started, I'll try not to make it sound like an ad.  My network was founded for more then one purpose. To give my users a unique experience as best as we can. To add on to the unique features we use an Night time theme like our #NightClub channel which is mostly for chatting. I have noticed it is already is a big hit with my friends that visit my network.lol! They flocked right to it instead of the main channel. Thats a good sign.
I am starting an IRC Service project for my enjoyment and to practice C++. Unaffortantly the Ideas I have require me to start from scratch. I want to keep most of an secret for them untill I get an first release. Also I am not to sure what the package will hold. Which won't be much at first release but I plan to expand the idea to do a lot of things like easier routing of services most services would terminate after the IRCd crashs or dies. Perhaps make an admin team that connect directly to the services server which could allow fast response to being services baack up in netsplits or IRCd failure. Main thing I could do is keep the services alive even if it delinks from the net. Who knows. Which brings me into "I could use help" issue.
Main point to my services story is I want to have an unique experience for my users, and I need a testing network for it. I might mod an IRCd some also most likely Unreal!
