What makes your network what it is?

Its a question I been going over and trying to answer repeatedly, but I'm curious... how do you manage to get a network that you have?

is there a given "success formula"? or is it just go with what you know and see what happens?

Obviously, answering "citizen" needs would be one factor in a network's success...

Running a network so it becomes successful takes a lot of time. If nobody is chatting, people leave. Frequent netsplits and other server or services related problems are also damaging to the network and user count. And of course, if the staff is made up of pricks and dictators, that won't stimulate people to stay either.

People don't want to be on a network that has:

* Opers who constantly abuse
* Disputes are always settled in the biggest room
* People glined, instead of channel banned or /ignored.. This is my biggest pet peeve. 99% of the time channel bans work, and it doesn't scare people away.
* No innovation, nothing new...

I think the most successful networks are the ones where people can trust eachother, and everything is settled diplomatically.
