There are some things on the internet that can get you into deep trouble...

Child Porn,Stealing Credit Cards,Fruad,Selling fake stuff (you can make a complaint to the FCC or your local police station (if they have a cyber crime unit) but spying with +I over a few users is like sending a CIA Agent to spy on a bunch of little kids playing kick ball....

Note:You won't get in trouble if u use m_spy or +I because its not like spyware....for m_spy u can use /module and for +I u can easily tell if they have it enabled or not....

Long Live The Feds....

Is there a url to see what law covers on the internet?

Specifically:

-Right to privacy (+I type things)
-Right to chat (Unfair bannings.. (I know, sounds stupid, but I want to make sure))

I'm assuming nothing really covers those topics, right?

Its hard for a country to enforce internet laws....
And the resources that the police has been using mainly focus on child porn, fraud and the felonies that you can go to jail or pay a very heavy fine for....They don't have the resouces to monitor every network with +I and I doubt the people there live in the US or they are out of there jursdiction....(I spelled it wrong)

No one country has sole jurisdiction over the internet (because of its global reach). However, that said, every user on the internet is governed by their own local regional/state/national/federal laws, international law and (sometimes) the laws applicable where applicable (for example, if I was selling bogus crap over in the good ol' U.S, I'd be up for fraud not only in NZ, but also in the U.S)
