User has signed on to network, joined a bunch of non +t channels (topic can be changed without having ops), and changed the topic to:
* Hajjah^Mariam (~me@AEEAC7C0.5576780A.A186659F.IP) has joined #animehq
* Hajjah^Mariam changes topic to 'Fastest Money-Maker in the Internet ---> http://www.pay-me-to-clickDOTcom <---CLICK !'
* Hajjah^Mariam (~me@AEEAC7C0.5576780A.A186659F.IP) has left #animehq
Hajjah^Mariam was ~me@219.95.15.247 * fieyna
Hajjah^Mariam using atlantis.wikkedwire.com Sat Apr 2 02:37:23 2005
End of WHOWAS
They then quit:
* Hajjah^Mariam (~me@AEEAC7C0.5576780A.A186659F.IP) Quit (Join www.pay-me-to-clickDOTcom and make)
I assume this was a bot, considering they changed the topic of about 10 channels in under 5 seconds then quit immediately.

Did any of the channels concerned use channel mode +t (only ops set topic)?
If they dont, then maybe thats a mode you should consider enforcing -- Unreal supports it with the set::mode-on-join option in its conf, and Anope Services have it hard coded into the code (and I dont think there's an option to unset it as such) |

| Sometimes it's useful for nonops to be able to set a topic. That's why Unreal spamfilters support filtering topics. |

I believe he was just saying that Willaim could spamfilter the topic.
I believe also that Willaim uses UnrealIRCd? |
