It looks like you're running into DNS lookup problems. Do the name servers you have set respond? Can you look up some of the addresses (example: 109.128.217.68.opm.blitzed.org) with nslookup or host?

First, what IRCd do you use? Can you also paste the line that begins with KLINE=.

IIRC, OOMON is only for Hybrid/ratbox.

* zEkE points out to Captain Kirk that "WinBOPM" was specified, therefore this is a windows system. IIRC windows doesn't have host/nslookup commands

mIRC does have the /dns command, there are DNS lookup tools for windows...go use google Razz

As for kline vs. gline, depending on IRCd, you can change the KLINE= line in the config, which specifies the kline command, issued on a successful proxy lookup. The problem with BOPM on its own, is that it was designed to only scan connections to one server on a network. To scan all servers on the network may mean some modifications. Best suggestion I have is to read the docs, if they don't make sense, read 'em again, if they still don't make sense, read them a 3rd time, and try playing with the debug modes (or whatever they're called, that output to the command line).
And remember, google is your friend.

Can't help with OOMON, or the other question.

Windows has nslookup:
Server: kitsune.swcp.com
Address: 198.59.115.2

Name: google.com
Addresses: 216.239.39.99, 216.239.37.99, 216.239.57.99
