I've been slowly messing with creating a new ircd. If you're interested in contributing, SVN access can be granted. The ircd is named Scylla.
TODO (contains a rough outline of features, some may not be implemented.): http://cvs.shadowircd.net:81/svn/scylla/TODO
Right now, I'm still working on the core functionality, then I will get back to implementing things on that TODO. Thanks!
