| why is it that others say that querys is annoying and notices is better they both can be annoying together notices is annoying when they interrupt chatting in the window and query just popps up when you log on the server a simple click of the red x will take care of that problem and or ignoring them |

I use a custom script for mIRC that puts all received notices into a @Notices window for me to look at at my own leisure - I find notices handy for quick one liners such as notifying a friend that a ban on them has been removed and Query windows to be for more full-fledged conversations.
That, and my script automatically blocks all incoming PM requests unless the query window is already open, or the user is on my friends list. |

| A query opens a new window, a notice just displays a message in an already open window. They're kind of like advertisement popups on web pages, which would you rather; an annoying popup that you actually have to close or a much less annoying ad box, not dissimilar to the google ads on the left of this page, that doesn't open a new window or interrupt your browsing? |

My net uses PRIVMSG by default (sorry RFC.), since we used to have a lot of webtv chatters. Never bothered turning it off... we only have a few webtv chatters now.
But since it's Anope, the user can always /ns set msg on
As far as SNOTICES, i use IRCOPTOOLS so it makes a new window for each: server notices, na chat, wallops, etc. |

I agree. /notice is much much less intrusive.
By the way /notice is a standard command too if I am not mistaken. |

It is.
The major difference between NOTICE and PRIVMSG is, that according to RFC, notices should never generate automatic replies. This is to avoid infinite loops. Which is why it's frowned upon using PRIVMSG for things such as global/server notices (as some nets do). It's not so much about whether one is more annoying than the other.
For example, if you notice someone who is away, the server will not throw back an RPL_AWAY, or if you notice a user that does not exist, you won't get an ERR_NOSUCHNICK. |
