Jobe's correct, most of the time the service provider dosen't revoke someone's connection on say the first, or even the first few. Normally, this does lead to the user being contacted and chewed out by the provider, assuming of course you have some sort of credible evidence of the abuse. Their connection will be revoked if they are reported enough times. There are some Internet Service Providers out there that unfortunately, just don't care and/or are not williing to deal with the abusive users. Personally, I've taken this stance: If a provider is provided with true, accurate proof of a user performing malicious/harmful acts, especially if they are repeated acts, and the provider is not willing to reprimand that user after giving them a fair amount of time (I'd say 3-4 weeks), I will blacklist the provider. Unfortunately, this can affect alot of innocent users, which definently isn't fair, but administrators only have so many options when it comes to abusive/malicious users and the protection of their system.
