a irc. is just a subdomain. You buy a domain and set irc. as a subdomain that's pretty much. It can also be set as a CNAME in your domains DNS control but you do need a shell setup for this to actually work, you can't setup the subdomain or CNAME and expect it to magically create a irc server. still failed to answer his question. To answer your question i would suggest going to google and jus search "domain registration" and u'll get many results. Few popular ones are godaddy.com and register.com. Just look around and find the cheapest one.

http://www.afraid.org
That's probably the best site for free subdomains that will do what you want. After you sign up, go to New Subdomain and make it whatever you want (e.g. MYNET.afraid.org) and make sure it is Type A and have it point to whatever IP the connection is that's running the server (e.g. 1.23.456.789).
This essentially makes connecting to MYNET.afraid.org the same as connecting to 1.23.456.789, so if you wanted you could also run a web or FTP or any other kind of server off the same connection and MYNET.afraid.org would still work.

if you follow the instructions, and read the "readme" files... they all are pretty simple! plus all, if not most - give a support forum to use or even irc server Smile
