You can use your mIRC client to do this.
Step one is to find a working proxy.. After you have done this goto your options in mIRC, from there click the plus by connect, then click Firewall. Under Firewall support you might want to change this to both, this will make it so the proxy is used to connect to the server and if people try to dcc you. Change the protocol to whatever protocol your proxy is, I think you can get the rest from here..
