SearchIRC updates

Due to some jackass trying to flood the server for the last 3 days, I've added some throttle code into the SearchIRC website.

Right now, it's set to throttle web connections once you do > 30 in a 60 second time frame. Just hit reload on the front page a bunch of times to see what happens. The specifics (30 in 60) is subject to change depending on if it does it's job, or if it starts to hinder innocents.

Please let me know if anyone has any problems from it.

1) IRC Images now has a new addition -- Anytime a user clicks on an image, that click is recorded as a vote. The new "Top viewed images" page displays the most frequently viewed images in the last 24 hours.

To prevent click-spamming, each "vote" is made unique by IP address. So no matter how many times you click or hit reload on an image, it only counts as one vote.

The "top viewed" page is processed every 10 minutes.

It should be interesting to see what turns out :)

2) Disk caching is completely rewritten.

No longer will loading a page that has been previously cached, update the cache timestamp. This means that pages are set for a specific cache time, after which, the cache is expired. So if you hit reload on a page over and over, when the cache expires, the page will show the updated version, and no longer the expired one with an updated timestamp.

New forum change -- users may only edit their post within ONE hour from when the post was made. This will prevent users from going back repeatedly and changing what they said during a discussion. So once you post, read it and make sure there are no typos within the hour :)
