Cheap, stable and very helpfull
ZoomIRC used to have a shell at slackhost.net and we were very happy for it.
take a look. 
You get private IP, with ports 1024-65535 and you can also make a deal with the shell providers.
they also have the avilibility to have Webserver and ect.
The IRCd shell does not have any limits in bandwith (but the webserver does, thats if u buy webserver)
I have only tried the IRCd shells and they work out fine.
